Introduction
I remember a university class where the teacher talked about the renewal of the best abilities in public values. During the class, artificial intelligence and robotics was mentioned as the biggest challenge of our times and the teacher added that we need to be comfortable even though things might seem like science fiction.
I agree with what was said in class. When I was an intern in my local public administrative entity, the vast majority of the work consisted in publishing physical agreements on the web. This shows that, more and more, administrative information and technology is replacing public administration. There I learned that, in this world ruled by the internet, by robotics and by artificial intelligence, public administration has to tackle a deep and reinforced machine based on predictive analytics. In the public administration for the future, institutions and politics have to be grounded on an innovative society. Artificial intelligence and individuals have to share the space of government management. Within this context, the new management of public employment will have to have its foundations on combining human resources and innovation in public administration.
However, I would like to remark that many in the newer generations are already comfortable. We are the new digital generations not only because of the formation given by the education system, but because of skills acquired by ourselves. For example, a young person has 4.000 hours of unpaid internships earned through video games. As a personal anecdote, in 2015, I did a high school research project studying whether video games affected the social and political opinions of their players (video in Spanish that summarizes the project). Although only remotely related to the world of coding, the aspiration to become a programmer slowly crept onto me. It was not until five years later and a lockdown due to COVID that this aspiration pounced on me and I caved in. Still in the dark when it came to programming, I decided to mod an easy “modable” game, which then lead me to start using the game engine Unity to create my own games. All in all, I’ve been an aspiring pro-gamer who ended up being an aspiring programmer.
